Shields are used to reduce energy weapons efficiency, the total amount of shield in a ship means they will absorb that amount of damage before receiving damage to their armor.
The shield modules % efficiency means how much shield you get based on your armor, at 100% they will have the same amount of shield as their armour.
Ex:A cruiser with 900 armour equipped with a 60% shield module plus +24% shield tech get 756 shield, 84% of its 900 armour, armor modules and tech bonuses are not applied.
